I have examined this, with the flimsy of the telegram as sent and the draft, and find that
in cases 1 and 2 a group was left out in coding
The phrase "daily quantity allowed"
1
went as "daily allowed". They have read it as "daily allowance"
2.
"Would not agree unless Pritish Representa- tive in a position to undertake" was sent off without the group for "unless".

was mutilated in transmission and reached
Hong Kong as JELKU, The ordinary test for
a one letter corruption would have given the correct group, but by altering two other letters, making UELIU, and inverting the groups "ong Kong read "Would not agree unless British Representative undertakes"
In the 3rd case the group for "you are" was inadver-
tently used instead of that for "you".
This telegram was sent off on Saturday afternoon under pressure and Mr Hatcher regrets the slips which occurred.
